Abandoned, Lost or otherwise Discarded Fishing Gear (ALDFG) 

Abandoned, Lost or otherwise Discarded Fishing Gear (ALDFG), commonly called “ghost gear”, has been recognized as significant component litter and impacts on habitats, fish stocks and other marine species.

- Abandoned (เครื่องมือประมงที่ถูกทอดทิ้ง)

Fishing gear that is deliberately left in the aquatic environment with no intention by fishers to retrieve it, for whatever reason. (เครื่องมือประมงที่ชาวประมงสามารถเรียกคืนได้ แต่จงใจทิ้งไว้ในทะเล เนื่องจากเหตุสุดวิสัยหรือสาเหตุที่ไม่ได้คาดฝัน)

- Lost (เครื่องมือประมงที่สูญหาย)

Fishing gear that is accidentally lost in the aquatic environment. (เครื่องมือประมงที่เกิดการสูญหายโดยไม่ตั้งใจ และชาวประมงไม่สามารถหาหรือเรียกคืนได้)

- Discarded (เครื่องมือประมงที่ถูกทิ้ง)

Fishing gear that is deliberately thrown overboard or released without any intention for further control or recovery. (เครื่องมือประมงที่ถูกทิ้งลงทะเลโดยไม่มีความพยายามในการควบคุมหรือแก้ไขเพิ่มเติมโดยชาวประมง)

CAUSES  of ALDFG

  1. Gear conflicts (เกิดจากความขัดแย้งระหว่างเครื่องมือประมง)
  2. Snagging on submerged features or damage by marine organisms (เกี่ยวพันกับวัตถุใต้น้ำหรือโดนทำลายจากสิ่งมีชีวิตในทะเล)
  3. Marine traffic unintentionally running over deployed gear (การสัญจรทางทะเลวิ่งทับเครื่องมือที่กำลังทำประมงอยู่)
  4. Poor weather conditions or strong currents (สภาพอากาศเลวร้ายหรือกระแสน้ำที่ไหลเชี่ยว)
  5. Operational factors (ความผิดพลาดระหว่างการทำประมง)
  6. Malfunctioning of tracking systems (ระบบนำทางทำงานผิดปกติ)
  7. Chosen over onshore disposal (ทิ้งเครื่องมือประมงที่ชำรุดลงทะเล)
  8. Illegal, Unregulated and Unreported (IUU) fishing (การประมงที่ผิดกฏหมาย ไร้การควบคุม และขาดการรายงาน)
  9. Vandalism and theft (เครื่องมือประมงถูกทำลายหรือถูกขโมย)

A GLOBAL PROBLEM of ALDFG

  • In 2009, the UN estimated that 640,000 tonnes of ALDFG were littering the world’s oceans every year. (ในปี 2552 องค์การสหประชาชาติ รายงานว่าขยะทะเลจาก ALDFG ประมาณ 640,000 ตัน ถูกทิ้งลงมหาสมุทรในทุกๆปี)
  • An estimated 5-30% of global harvestable fish stocks (depending on fishery/geography) are killed by ghost gear every year. (ประมาณ 5-30%ของสัตว์น้ำที่จับได้ทั่วโลก ต้องเสียชีวิตจากสาเหตุเครื่องมือประมงที่สูญหายในทุกๆปี)
  • Over 150,000 of whale’s and seals are killed by ghost nets every year globally. (วาฬและแมวน้ำ จำนวนมากกว่า 150,000 ตัว ต้องมาเสียชีวิตเพราะเนื้ออวนที่สูญหายในทุกๆปี)

IMPACTS of ALDFG

  • Continued catch of target and non-target species (จับสัตว์น้ำอย่างต่อเนื่องทั้งชนิดสัตว์น้ำเป้าหมายและนอกเป้าหมาย)
  • Interactions with threatened/endangered species (เกี่ยวพันกับชนิดสัตว์น้ำที่ใกล้สูญพันธุ์)
  • Physical impacts on the benthos (สร้างความเสียหายกับระบบนิเวศพื้นท้องทะเล)
  • Distribution of marine and terrestrial litter (ทำให้เกิดการกระจายของทั้งขยะทะเลและบนบก)
  • Introduction of synthetic material into the marine food web (นำวัสดุสังเคราะห์เข้าสู่ห่วงโซ่อาหารในทะเล)

MEASURES to address ALDFG

Preventative Measures (มาตรการการป้องกัน)

  • Gear marking (ทำเครื่องหมายเครื่องมือประมง)
  • On-board technology (ติดตั้งอุปกรณ์บนเรือที่ทันสมัย)
  • Port State Measures (มาตรการรัฐเจ้าของท่า)
  • Spatial management (zoning schemes) (แบ่งเขตพื้นที่ทำการประมง)
  • Reduced fishing effort (ลดการลงแรงทำการประมง)
  • Onshore collection and payment for old/retrieved gear (บริเวณชายฝั่งมีจุดทิ้งหรือรับซื้อเครื่องมือประมงเก่าๆ)

Reducing Impact Measures (มาตรการการลดผลกระทบ)

  • Reduced ghost catches by use of biodegradable nets (ลดผลกระทบโดยการใช้เนื้ออวนที่ย่อยสลายได้)
  • Reduced ghost catches of incidental catch species (ลดจำนวนชนิดสัตว์น้ำที่ถูกจับได้จากเครื่องมือประมงที่สูญหาย)

Curative Measures (มาตรการแก้ปัญหา)

  • Locating lost gear (ค้นหาเครื่องมือประมงที่สูญหาย)
  • Reporting of gear loss (รายงานการสูญหายของเครื่องมือ)
  • Gear recovery program (เก็บ/กู้เครื่องมือประมงที่สูญหาย)
  • Disposal and recycling (การกำจัดและการนำกลับมาใช้ใหม่)
