Brief Project Description 

Since 2013, TD has been conducted several regional training courses for member countries, especially under the task on sustainable fisheries development, in this stage of the middle age of the project, the project propose to do the follow up activities, this to ensure that member countries can make use of this HRD project through the gained knowledge and skills which is transferred through several regional training and national training courses that are support to member countries by the project.

The propose follow up activities will be carried out through the set of the intensive national capacity building at the pilot and learning site through the task in  improving the income of fishers through the fisheries activities. These task can be carried out through the promotion to increase value of the total captured and culture fish, to develop high value fish species dealt, to develop processing methods in adding high value  to the product and also to improve distributing channels of the capture and culture fish for the fishers.  

There are several proposed pilot-learning sites from the regional E-EAFM and Fisheries Extension Methodologies training courses’ participants from each country during the way forwards sessions which is one of the activity in each training course which are conducted by TD in the year 2014 and 2015, in this year of 2016, the project have reviewed on the needed of each proposed pilot for learning site, in focusing to improve the income of fishers through the fisheries activities, so that the year of 2016 and 2017, the human capacity building for improvement of income of fishers through the fisheries activities as a part of fisheries extension work is proposed to be implemented at a  pilot-learning sites in Myanmar, the result and lesson learned  of this will be used to share for adaption for other member countries  in the following years .

At the pilot-learning sites, the process will be mainly implemented by the key national officers.  SEAFDEC will play role as only supporter through the national key officer’s capacity building program.


Background and Justification

The plan of action on Sustainable Fisheries for Food Security Towards 2020 which was adopted in ASEAN-SEAFDEC Conference Fish for the People 2020 “Adaptation to a Changing Environment” in Bangkok, Thailand during 13-17 June 2011emphazises; Strengthen the capacity of fisheries communities and the capability of fisheries related organizations, NGOs and the private sector to better implement necessary actions towards enabling the communities and local organizations to increase resilience, improve livelihoods, alleviate poverty, adopt alternative livelihoods in support of achieving sustainable development, and encourage the participation of women and youth groups in the process; SEAFDEC TD is taking this challenge and will develop a training course curriculum and training toolkit on fisheries extension service for sustainable fisheries development  which aims that participants understand and be skilled on the  fisheries extension plan and  service  to effectively support the sustainable fisheries development  which taking into account of both human and environmental well being as well as the participants need to be able to transfer and apply the gained knowledge to their fisheries management in their countries.


Project Overall Objectives and Activities

Objective 1 : Strengthen of fisheries officers in the MCs on the fisheries extension service for sustainable fisheries development

     Activity 1 : Conducting of the Regional Training Course

                     Conduction of the regional training course on fisheries extension service for sustainable fisheries development. The course will be about one week period.  Two participants from each of MC will be invited to participate in this training course

     Activity 2 : Development of the training curriculum and toolkit

                     Three write shops will be carried out to develop the training course curriculum and the training toolkit. Each write shop will take period about 3-4 days. Several resource persons who are specialized on the fisheries extension service and methods will be invited for the write shops 

Objective 2 : Strengthen awareness  of the resource users  of MCs on the importance of fisheries resource management for the sustainable fisheries through the use of promotion materials 

     Activity : Production of the promotion materialson the importance of fisheries resource management for the sustainable fisheries 

                  Production of promotional materials such as poster, cartoon booklets, VCD and etc. in related to the importance of fisheries resource management for the sustainable fisheries and disseminated to the SEAFDEC Member Countries and others target audients

 

Achievements of  2015 the Project Implementation 

  • Development of training toolkit on fisheries extension methodologies

Developed of the training course curriculum, training session plan, PowerPoint presentation and toolkit on the fisheries extension methodologies  and be ready for the course conduction in October, 2015

  • Regional Training Courseon Essential EAFM and Extension Methodologies

Conducted from 6 to 16 October, 2015 There were 19 participants attended to the training course, (two participants from each country of Brunei Darussalam, Cambodia, Malaysia, Myanmar, Indonesia, Lao PDR, Philippines, Vietnam and three participants from Thailand). 


Achievements of  2016 the Project Implementation
