Two SEAFDEC Training Department (TD) staff who are Oceans-SEAFDEC Technical Coordinator and Technical Working Group (TWG) for Public Private Partnership (PPP) for USAID Oceans participated in the CTI-CFF Public-Private Partnership (PPP) Preparation: Expert-Consultation Meeting on PPP Design and Arrangement from 4 to 5 April 2018 in Jakarta, Indonesia which organized by Coral Triangle Initiative on Coral Reefs, Fisheries, and Food Security (CTI-CFF). There were 46 participants from six Coral Triangle (CT) Countries, namely: Indonesia, Malaysia, Papua New Guinea, Philippines, Solomon Island, and Timor-Leste) through relevant international organization such as USAID/ RDMA, USAID Indonesia, DOI, GIZ, WorldFish Center, JICA, LPMUKP, USAID Oceans and Fisheries Partnership and SEAFDEC participated in this Meeting. The Meeting was aimed at designing and exchanging views among relevant CT governments and development sectors on any possible PPP proposals and arrangement for sustainable fisheries sectors. It included the development of accountable fisheries information systems such as Catch Documentation and Traceability of seafood products in to the value chain being required by international markets. In addition, this activity was a preparatory meeting for the CTI-CFF PPP on sustainable fisheries management among related stakeholders/parties. The meeting was intended to discuss appropriate and suitable PPP arrangement including necessary steps and actions to ensure suitable and best PPP arrangement for appropriate infrastructure and technology investment from point of catch through post-harvest sectors to support sustainable fisheries in CT member countries. The representative from SEAFDEC/TD presented under the subject of “PPP opportunities for small-scale fisheries-building infrastructure for fisheries information.” The introduction of “Regional Fishing Vessels Record (RFVR)” and “Electronic Asian Catch Documentation Scheme (eACDS)” was also presented at the Meeting. At the end, the Meeting came up with better understanding and active participation of the CT member countries to consider suitable and best PPP design and arrangement that meet the needs of each countries in clearly defined public services and infrastructure of fisheries sectors, and to prepare a generic PPP Task Force to guide the development of PPP arrangement.
The Pilot Project on Capacity Building of Thai Crew for Fishing Vessels
The SEAFDEC Training Department (TD) in collaboration with National Farmer Council, Department of Fisheries, Thai Fisheries Association, Ministry of Labor, Marine Department, Internal Security Affairs Bureau and Naval Operations Department organized “The Pilot Project on Capacity Building of Thai Crew for Fishing Vessels.” The training was organized from 11 March to 2 April 2018 at TD premises in Samut Prakan and attended by fifteen (15) participants who are Thai Agriculturist. The training was aimed at developing capacity and skill on fishing activities of participants to better understand on fishing operation and can be crew on fishing vessels. Futhermore, the training focused on fishing gear and operation, safety at sea, fishery and labor law. Moreover, the participants had a chance to practice on fishing operation at sea.
The Workshop on Appropriate New Purse Seine Fishing Vessel Design
The SEAFDEC Training Department (TD) conducted the Workshop on Appropriate New Purse Seine Fishing Vessel Design on 5 March 2018 at TD office, Samut Prakan, Thailand. There were eighteen (18) participants from relevant organizations participated in the said Workshop. The workshop was aimed at promoting /improving awareness on energy efficiency and reduction of greenhouse gas impact from fishing vessels in Southeast Asia, gathering the information for concept of an appropriate fishing vessel design to support fishing vessel’s operation based on fuel efficiency use, safety at sea, improve good working/living conditions and reduction of manpower onboard as well as information dissemination to the fishing fleet. Finally, the workshop came up with conceptual plan from the fleet on an appropriate new purse seine fishing vessel design based on energy efficiency and safety at sea of fishing vessel operation which includes improve good working/living conditions onboard, and vital information and awareness on energy efficiency that will disseminate to capture fishery fleet.
Introduction of Fish Enhancing Devices Workshop in Viet Nam
The SEAFDEC Training Department (TD) in collaboration with the Directorate of Fisheries (D-Fish) organized the National Workshop on Introduction of Fish Enhancing Devices during 6 to 8 March 2018 in Binh Thuan Province, Viet Nam. There were thirty (30) participants from local fishers of Binh Thuan Province, local fisheries and D-Fish officers’ joined in the Workshop. The workshop was aimed at promoting the utilization of Fish Enhancing Devices (FEDs) for small-scale fisheries through obtaining the national policy and framework on the promotion of Fish Enhancing Devices for small-scale fisheries and information collection of the local Fish Enhancing Devices for small-scale in Binh Thuan Province. Moreover, the participants had a chance to make FEDs and installed in their fishing ground.
INAUGURATION OF DEMONSTRATION BOAT
Inauguration of demonstration boat “M.V.Plalung1” was organized on 28 February 2018 at SEAFDEC Training Department. The ceremony was opened by the Director of Department of Fisheries, Thailand and the representatives from Nestle and Thai Union Group PCL. The Demonstration Boat Project was collaborated by the Department of Fisheries (DOF), the Southeast Asian Fisheries Development Center (SEAFDEC), Thai Union Group, and Nestle. The project aims to raise awareness to the overall best fishing practice ensuring the safety of crew, health, work and their living conditions are being provided in an acceptable manner. “M.V.Plalung1” is a training vessel of the SEAFDEC Training Department, renovated into a demonstration boat, built and equipped with the necessary components to facilitate the need of crews on board. Provided with a proper kitchen area, mess room where everyone can sit down and eat or relax, enclosed rooms for toilets and shower along with a decent sleeping area. Best fishing practices is another objective to this project. The installation of net drum to the rear of this boat is to minimize the amount of labor, operating cost and the speed in cast and retrieve the net. It is to display the efficiency in fishing. The four partners in this project are aware of how significant the fisheries industry is to the country. The hard labor behind this need to be well recognized and treated in the acceptable standards. Improvement in the fishing technologies coupled with a welfare to the crew members will sustain the livelihood to this fisheries industry.
