TELEWORKSHOP ON REGIONAL TOOL FOR COMBATING IUU FISHING IN ASEAN

The SEAFDEC Training Department (SEAFDEC/TD) organized the “Teleworkshop on Development and Improvement of Regional Tools for Combating IUU fishing in the Southeast Asia” from 27 to 28 August 2020, back to back with the Teleseminar on Way Forward for Combating IUU Fishing in Southeast Asia, 24 to 26 August 2020. The Teleworkshop were participated by 49 participants from representatives from ASEAN Member States who are responsible for IUU fishing activities in policy-making level, SEAFDEC’s National RFVR Focal Points, and fisheries officers who is responsible in national PSM and port control/inspection. The Teleworkshop mainly discussed on SEAFDEC activities to combat IUU fishing as Regional Fishing Vessels Record (RFVR) and Port State Measures (PSM) and came up with the way forward for the RFVR for vessels 24 meters in length and over including the RFVR for vessels less than 24 meters in length and future actions for the effective and efficient implementation of PSM.

TRAINING FOR ENUMERATOR ON GENDER CONCEPT

SEAFDEC under-supported by the Food and Agriculture Organization of the United Nations (FAO) conducted the Site Training for Enumerator on Gender Concept and Analysis and Development of a Data Collection Protocol on 25-27 August 2020 at Mauang District, Surat Thani Province, Thailand. The training aims to introduce the gender concept and gender in fisheries and aquaculture to the Department of Fisheries (DOF), Thailand officers and develop tools and plan to collect the data on Gender Dimension in the Value Chain of Small-scale Fisheries and Aquaculture in Southeast Asia for each project site. The participants of the training were three (3) women staff from SEAFDEC and 14 officers from DOF, Thailand with composing of six (6) women and eight (8) men. The three (3) days training sessions have introduced gender concept and analysis, and then followed by the formulation of the questionnaire to conduct gender analysis in small-scale aquaculture in Surat Thani and practicing on data collecting. The training was proceeding through active participation and sharing information from the DOF officers.

TELESEMINAR ON WAY FORWARD FOR COMBATING IUU FISHING IN SOUTHEAST ASIA

The Teleseminar on Way Forward for Combating IUU Fishing in Southeast Asia was organized on 24-26 August by the SEAFDEC Training Department (SEAFDEC/TD) in collaboration with the SEAFDEC Marine Fishery Resources Development and Management Department (SEAFDEC/MFRDMD) and SEAFDEC Secretariat via Zoom Webinar. The Teleseminar was attended by the ASEAN Member States (AMSs) and a public audience in total 578 audiences. Seven panelists were invited from seven (7) partners’ organizations such as FAO, DG MARE, Sustainable Fisheries Research and Development Foundation, RPOA-IUU, OceanMind, IMCS Network, and NOAA. The Teleseminar came up with 1) updated information and progress of activities to combat IUU fishing at various levels, and 2) set of recommendations on the way forward to combat IUU fishing in the Southeast Asian region.

THE REGIONAL CONSULTATION TELEWORKSHOP TO IMPROVE FISHERIES MANAGEMENT IN ASEAN

The SEAFDEC Training Department (SEAFDEC/TD) organized the “Regional Consultation Teleworkshop on the Utilization of Fisheries Geographic Information System (FGIS) and Remote Sensing (RS) to Improve Fisheries Management in Southeast Asia” on 20 August 2020 by Google Meet platform at SEAFDEC/TD, Samut Prakan, Thailand. There were 33 participants (24 males and 9 females) from SEAFDEC Member Countries and SEAFDEC Department’s attended in this Teleworkshop. In the end, the Teleworkshop came up with the updated status of the studies and research on the utilization of FGIS and RS in fisheries and environmental science in the Member Countries, Human Development Program on the utilization of FGIS and RS during the years 2021-2023 through group network of FGIS and RS researchers in the region.

ONLINE TRAINING ON EACDS FOR VIET NAM

The SEAFDEC Training Department (SEAFDEC/TD) in collaboration with Sub Directorate of Fisheries (Sub D-fish) of Binh Thuan Province, Viet Nam organized the “Online Training on the Use of Electronic ASEAN Catch Documentation System (eACDS) Application” from 13 to 14 August 2020 via Skype platform. This training was focused on the part of the Catch Declaration (CD) for thirteen (13) relevant officers in Binh Thuan Province. The introduction on eACDS was imparted to participants through a demonstration on the use of this application in the part of the CD. The process of catch report at sea and transshipment at sea were also introduced and demonstrated step by step. Moreover, the participants practiced the use of this application for their understanding. The training expected that the participants will be a trainer to impart this application for fishermen and stakeholders to use eACDS application.

The eACDS application is a fisheries management tool for enhancing intra-regional and international trades for traceability of fish and fishery products from fishing to the plate. The eACDS consists of three (3) main processes, so there are three main documents in the eACDS. These are Catch Declaration (CD); Movement Document (MD); and Catch Certification (CC).
