Sam McGovern
C4ADSSam McGovern is a Senior Analyst for the Natural Resource Security Program at C4ADS, where he oversees multiple counter IUU fishing projects that aim to increase transparency in the seafood industry and disrupt the networks behind illegal fishing and human rights abuses at sea. He along with the rest of the team conducts data-driven investigations and collaborates with partners around the world to connect offshore illegal activities back to the ultimate beneficial owners. Sam holds dual masters degrees in Natural Resources and International Affairs from American University and the UN University for Peace, where he focused on coastal resource management and combating forced labor and IUU fishing.
Holly McBride
NOAAHolly serves as the Electronic Technologies (ET) Coordinator at the NOAA Fisheries Office of Science and Technology. In this capacity, she leads the national coordination of Electronic Monitoring (EM) and Electronic Reporting (ER) strategies to ensure that technological solutions align with national priorities and federal mandates. Her work focuses on improving the efficiency, accuracy, and sustainability of fisheries-dependent data collection through the integration of advanced systems.
Holly earned a Bachelor of Science Degree in Marine Biology from Roger Williams University in Bristol, Rhode Island. She began her career with NOAA Fisheries as a High Seas Observer in the California Drift Gillnet and Hawaii Longline fisheries and as a biologist aboard NOAA research vessels. Transitioning to the Information Technology sector of the agency, she played a role in developing and implementing several regional electronic systems, including dealer reporting, vessel reporting, observer deployment, and electronic monitoring.
David Pearl
NOAADavid is a Supervisory Investigative Analyst for NOAA Fisheries Office of Law Enforcement where he supports several U.S. Government initiatives to combat IUU fishing. These initiatives include implementing U.S. obligations under the Port State Measures Agreement, enforcing various U.S. seafood import monitoring programs, and analyzing compliance issues at Regional Fisheries Management Organizations where the U.S. is a member. Prior to this, David provided policy focused support on these topics for NOAA Fisheries Office of International Affairs, Trade and Commerce for 11 years. David also serves as a subject matter expert for NOAA on the U.S. Government’s Maritime Domain Awareness Executive Steering Committee.
David’s natural resource management background includes a Bachelor of Science in Fisheries and Wildlife Biology from the University of Missouri, and two years of terrestrial field biology experience working for the US Forest Service, US Fish and Wildlife Service, Missouri Department of Conservation, and the University of Missouri. In addition, David received certification in three US federal fisheries observer programs, collecting fisheries management data while at sea aboard commercial fishing vessels operating out of ports in Alaska, Hawaii, Washington, Oregon and California. David’s military background includes a four year tour in the U.S. Air Force as a Signals Intelligence Analyst; three years in the Air Force Reserves as an All-Source Intelligence Analyst for Special Operations Command Central; and close to six years as an Intelligence Specialist for the Office of Naval Intelligence, where he worked as a subject matter expert on commercial fishing operations and maritime piracy.
Youky Susaia
SkylightYouky is a Pacific-based fisheries and maritime governance professional with over a decade of experience in fisheries compliance, MCSE, and marine resource management. A national of the Federated States of Micronesia (FSM), he has worked extensively with government agencies, regional fisheries bodies, and international organisations across the Pacific and Asia-Pacific. Youky currently serves as a Monitoring, Control and Surveillance (MCS) Consultant with the International Monitoring, Control, and Surveillance Network (IMCS) and Regional Partnership Manager for Pacific and Southeast Asia for Skylight and previously held the role of Assistant Director for Fisheries Compliance at FSM’s National Oceanic Resource Management Authority (NORMA), where he led national compliance operations and joint surveillance activities
Dhiya Sathananthan
Fisheries Analyst (Asia), Global Fishing WatchDhiya supports fisheries management across Asia through data analysis, intelligence reporting and capacity building with government partners. With 10 years experience across Maldives, Pakistan, Sri Lanka, Vietnam, and Taiwan, she brings regional expertise and a strong policy lens to advancing sustainable fishing practices
Pablo Trueba
Director of Intelligence & Compliance, OceanMindPablo leads OceanMind’s Intelligence and Compliance team, providing strategic direction, technical expertise and maritime leadership. He oversees the department’s objectives and delivery, shaping the team’s long‑term analytical and operational framework. With deep knowledge of satellite surveillance systems and years of experience in MCS, fisheries research and at‑sea operations across multiple regions, Pablo has collaborated with fisheries authorities and law enforcement bodies worldwide, delivering extensive capacity‑building programmes and leading international engagement.
Jay Bryan
Senior Intelligence and Compliance Analyst, OceanMindJay brings broad experience from commercial fisheries, academic and industrial research, electronic monitoring programs globally and his work as a Biologist with DFO Canada. As senior lead for projects, he provides technical oversight and delivers specialised in‑country training. His background in MCS operations and fisheries research strengthens OceanMind’s partnerships and analytical capability across multiple regions
Jasper Laurente
Intelligence and Compliance Analyst, OceanMindJasper has over a decade of experience in the fisheries sector, including leading Quality Assurance and Control departments for major fishing companies in the Philippines and Papua New Guinea. His work overseeing sustainable fishing practices and food safety certifications has given him deep knowledge of regulatory and sustainability requirements. At OceanMind, he serves as a lead analyst for Southeast Asia, specialising in satellite‑based intelligence, patrol support and traceability analysis, and supporting government partners through expert training and operational insight
Agathe LESEUR
UNSEENLABSAgathe Leseur is a Sales Representative for the Asia-Pacific region at Unseenlabs, a French space technology company specializing in space based RF detection for maritime surveillance. Based in Singapore, she works with government and maritime stakeholders across the region to leverage RF intelligence to monitor vessel activity, combat illegal activities and enhance maritime security.
Michel Dionne
MDA Space LtdMichel Dionne is a Business Development professional with International Business, Aerospace, Systems Engineering, and Systems Design experience and an experienced sales professional with a strong technical background. Michel’s career spans over twenty-six years at MDA Space and ranges from Ground System development on multiple SAR and Optical imagery programs to data, analytics and services focused business development.
Michel now leads the Maritime Insights program, MDA Space’s latest offering in Maritime Domain Awareness. Maritime Insights provides Multi- Source/Sensor-Agnostic layered surveillance and analytics that empowers users to persistently detect, track, classify and identify vessels of interest in real-time, with emphasis on detection and identification of Dark Vessels using traditional, Machine Learning and Artificial Intelligence based approaches.
Colin Bishop
Canada’s Archipelago Marine Research LtdColin is the Product Manager responsible for the development of Archipelago's Electronic Monitoring systems. Colin is an Electrical Engineer by training and has a background in the Marine Technology field, having worked to advance applications across field instrumentation (e.g., sonar and coastal monitoring networks) and vessel tracking and monitoring systems prior to supporting fisheries monitoring. Since joining Archipelago in 2021, he has overseen two product launches and the deployment of more than 1000 EM systems globally and has represented Archipelago at workshops and conferences in Canada, Australia, Chile, Iceland and Indonesia.
