Mr. Kongpathai Saraphaivanich

Training and Research Supporting Division Head (TRSDH)
and IUU Fishing Countermeasure Section Head (IFCSH)
He is the primary officer responsible for regional initiatives to combat Illegal, Unreported, and Unregulated (IUU) fishing. His work centers on the development of high-impact technological tools, most notably the electronic ASEAN Catch Documentation Scheme (eACDS) and the Regional Fishing Vessels Record (RFVR) database. As a key technical advisor, he spearheads capacity-building programs across Southeast Asia, focusing on Monitoring, Control, and Surveillance (MCS) and Port State Measures (PSM) to ensure the traceability and sustainability of the region’s fishery products.

Ms. Yanida Suthipol

IUU Fishing Countermeasure Officer-I (IFCO-I)
She serves as an IUU Fishing Countermeasure Officer at the SEAFDEC Training Department. Since 2011, she has been responsible for initiating and implementing projects aimed at combating Illegal, Unreported and Unregulated (IUU) fishing. Her work focuses on Monitoring, Control and Surveillance (MCS), Port State Measures (PSM), and fisheries traceability under the SEAFDEC Training Department. She has played a key role in supporting and strengthening national and regional capacities to address IUU fishing in Southeast Asia through coordinated technical and capacity-building initiatives.

Ms. Namfon Imsamrarn

IUU Fishing Information Technology Officer (IFTO)
She is an IUU Fishing Information Technology Officer at the Training Department of the Southeast Asian Fisheries Development Center (SEAFDEC/TD). She has extensive experience in developing and managing information systems related to fisheries issues, including the electronic ASEAN Catch Documentation Scheme (eACDS) and the Regional Fishing Vessels Record (RFVR). Her expertise covers database management using MySQL, computer programming with PHP, and web application development on platforms such as WordPress and Joomla. She has contributed to numerous regional and international projects aimed at combating IUU fishing and strengthening fisheries management in Southeast Asia since 2011.
