The Training Department of the Southeast Asian Fisheries Development Center (SEAFDEC/TD) organized the “Regional Training Course for Fisheries Inspectors in the Implementation of Port State Measures (PSM)” from 29 September to 1 October 2026 in Bangkok and at SEAFDEC/TD, Thailand. A total of 34 participants from SEAFDEC Member Countries, SEAFDEC/TD, and the Regional Fisheries Policy Network (RFPN) attended the Training. Resource persons from NOAA, Skylight, and Global Fishing Watch were invited to share their expertise and experiences. The Training aimed to strengthen the capacity of fisheries inspectors in the effective implementation of PSM and port control measures to combat Illegal, Unreported, and Unregulated (IUU) fishing.
The three-day Training covered PSM implementation, risk assessment, port inspection procedures, and the use of open-source tools such as Global Fishing Watch, Skylight, and Triton to support vessel risk assessment and inspection. Participants also took part in case study exercises to identify potential risk indicators related to IUU fishing activities. On the final day, participants applied their knowledge through a practical port inspection exercise aboard the M.V. SEAFDEC, followed by a debriefing session and an exchange of experiences. The Training enhanced participants’ knowledge and practical skills in supporting effective PSM and port control implementation in Southeast Asia.
